In order to answer this question, it is important to understand the organization of the Catholic Church. Two of the most important levels of structure are the parish and the diocese.

What is a parish? A parish is simply a local church and its property. Typically, one priest runs this parish.

What is a diocese? A diocese is a group of parishes in a particular geographical area. One bishop is in charge of the administration of a diocese. For the most part, the leadership of the Catholic Church allows each diocese to make its own decisions. This is particularly true as regards financial matters.
